\nProgram\/policy evaluation is a valuable tool that can help strengthen the quality of programs\/policies and improve outcomes for the populations they serve. Program\/policy evaluation answers basic questions about program\/policy effectiveness. It involves collecting and analyzing information about program\/policy activities, characteristics, and outcomes. This information can be used to ultimately improve program services or policy initiatives.
\nNurses can play a very important role assessing program\/policy evaluation for the same reasons that they can be so important to program\/policy design. Nurses bring expertise and patient advocacy that can add significant insight and impact. In this Assignment, you will practice applying this expertise and insight by selecting an existing healthcare program or policy evaluation and reflecting on the criteria used to measure the effectiveness of the program\/policy.

\nThe objective Medicaid Extenders Act of 2019 is to alter Medicaid programs and funding mechanisms. It extends the Medicaid Money Follows the Person Rebalancing demonstration to extend protection of the patients for Medicaid recipients of home and community-based care (Medicaid Extenders Act, 2019).
\nHow was the success of the program or policy measured?<\/p>\n
One of the measures of success is by the number of patients receiving protection while enjoying healthcare services at home or in community-based care. It is measured by the number of patients receiving long-term care at home. The success is through breaking the barrier of ensuring patients receive healthcare services without barriers (Medicaid Extenders Act, 2019).
\nHow many people were reached by the program or policy selected? How much of an impact was realized with the program or policy selected?<\/p>\n
Statistics indicate that 75,000 people have transitioned from hospital to home-based care. It was anticipated that the policy would stretch to 43 states by 2019 (Matthew, 2019). The policy has significantly reduced the number of patients experiencing health impoverishment. The policy has been impactful since it helps people with long-term or chronic diseases to continue receiving medical care through federal support (Matthew, 2019).<\/p>\n
At what point in program implementation was the program or policy evaluation conducted?<\/p>\n
The evaluation of the policy was conducted one year since the implementation. The evaluation was conducted across various healthcare facilities in the different states.

The data used for evaluating the effectiveness of the program was derived from 43 states implementing the policy. For instance, the program evaluation focused on the care for the elderly people (Stein & Wilkerson, 2018). The data was drawn from public hospitals, private hospitals, welfare programs centers, and insurance agencies.
\nWhat specific information on unintended consequences were identified?<\/p>\n
One of the unintended impacts of the policy is that patients will be quick to get treatment from home to save on cost. The number of outpatient care services will increase. Transfer to the community-care health service may undermine the continuity of care (Stein & Wilkerson, 2018). The compliance and level of standard of care may be compromised for patients suffering chronic illnesses.

The stakeholders who are identified for the evaluation process includes registered nurses, physicians, nurse practitioners, advanced nurse practitioners, and patients. Insurance companies are critical stakeholders since they can provide information on changes of healthcare cost after transfer to the home-based care(Medicaid Extenders Act, 2019). Patients and families will benefit from the policy evaluation. For instance, they will enjoy better adjustment of the policy to address challenges relating to cost or challenges of transferring.<\/p>\n

The program has met the original intent of extending medical care and preventing spousal impoverishment. The program has been successful since it shows that nearly 75,000 patients have transferred in at least 43 states.<\/p>\n

\nI would recommend the implementation of the policy at the place of work. The reason is that the program increases the number of patients receiving protection while enjoying healthcare services at home or in community-based care. It is increases the number of patients receiving long-term care at home. The success is through breaking the barrier of ensuring patients receive healthcare services without barriers.

One of the ways of evaluating the policy is to examine the statistics regarding the number of patients transferring to home-based care. The objective is to examine the satisfaction of the patient and the health outcomes after the transfer. The second measure is to evaluate the cost implication of receiving treatment in hospital compared to transitioning to home-based care (Medicaid Extenders Act, 2019).<\/p>\n
